Russian Government Approves Transfer of Alcohol Labeling to Russian TerritoryImportant news for the alcohol market

The Russian Government has approved a draft law to fully transfer the labeling of imported alcoholic beverages with Federal Special Marks (FSM) to Russian territory.

What will change?

Currently, FSM labeling is performed outside Russia before the product is imported into the country. Since 2021, an experiment has been underway, allowing alcohol to be labeled at customs warehouses in Russia. This experiment will continue until 2026.

According to the new draft law, starting March 1, 2026, alcohol labeling will only be conducted within Russia.

What powers will the Government receive?

The document grants the Government the authority to:

  • establish requirements for labeling sites;

  • regulate the movement of products from the border to labeling facilities.

  1. Reduced external risks. Transferring labeling to Russia ensures greater process stability and less reliance on foreign services.

  2. Economic development. The new rules will:

    • create additional jobs;

    • modernize and expand storage facilities;

    • optimize internal logistics routes.
